Rival ideas for tourism and the creative arts in the 2024 elections pit the NDC against the NPP.

A week after the ruling New Patriotic Party (NPP) released its manifesto for the elections scheduled for December 7, 2024, the opposition National Democratic Congress (NDC) released its own.

The two frontrunners concentrated on providing funding and strategies to promote different areas of the economy.

As a component of its ‘Resetting Ghana’ programme, the NDC seeks to implement substantial reforms in all underperforming sectors. In the meantime, the NPP intends to carry out its fruitful Year of Return programme and implement new policies to further strengthen the industry.

Investment and Financing:

The reform, funding, and investment attraction strategies of the NDC centre on the creative arts and tourism. This covers aid for big, medium, and small creative businesses as well as help for content producers.

Policies to Foster Creative Content in Ghana: The NDC aims to foster creativity in Ghana by introducing “The Black Star Experience,” a year-round celebration of Ghanaian culture that encompasses food, fashion, design, literature, and film.

In an effort to support regional productions and grow the sector, the party also intends to mandate the broadcasting of regional content.

Facilities:

The NDC has committed to building a state-of-the-art entertainment village with theatres for concerts, films, and other events, among other infrastructure projects.

Royalty Collection: In order to facilitate the collection of copyright claims and royalties for creatives, the NDC promises to set up a management system.

Plans of the NPP: Finance and Investments:

Like the NDC, the NPP pledges large investments in the public sector; however, their focus is mostly on leveraging the Development Bank Ghana (DBG) to bolster the industry. Additionally, funding would be given to the Cultural Heritage Fund to support cultural events, the Chieftaincy institution, and other initiatives that advance social ideals.

Tax Breaks:

In order to encourage private sector investments and draw additional private participants into the creative arts industry, the NPP intends to employ tax incentives.

Education: To develop local talent, the NPP announced the creation of regional Creative Hubs, the establishment of a National Hospitality Training School, and training and upskilling in the creative, tourism, and cultural industries. In addition, promises were made regarding infrastructure projects, including the completion of the conference facility at the Ghana International Trade Fair site and the establishment of a National Hospitality Training School.

Travel Enhancement:

The NPP announced the launch of a Travel Protocol Service (TPS) to facilitate the easy acquisition of visas for artists, entertainers, and other creatives in an effort to grow the industry. Furthermore, the E-visa policy was implemented to facilitate and expedite international nationals’ visits to Ghana.

Copyright and Royalty Collection:

The NPP unveiled initiatives to assist in the monitoring, gathering, and distribution of royalties and copyright payments, much like the NDC.

Using streaming

The NPP also announced the creation of a streaming and digital management platform for Ghanaian content providers, as stated in its 2020 manifesto.
